Position summary
The Regional Director provides executive leadership and operational oversight for one of the five NCYS Regional Service Hubs serving the Statewide Employment Services Program. The Regional Director is responsible for ensuring high-quality participant services, employer engagement, workforce partnerships, financial accountability, staff supervision, and compliance with all federal program requirements. The Regional Director serves as the primary representative of NCYS within the assigned service area and is responsible for developing strategic relationships with employers, Workforce Solutions Boards, educational institutions, newcomer and immigrant service providers, and community organizations.

- Experience managing federally funded human services or workforce development programs.

Position summary
The Clinical Consultant provides specialized clinical consultation and technical expertise to support participants who present behavioral health, trauma-related, psychosocial, or emotional barriers that may affect employment readiness, job retention, or long-term self-sufficiency. The Clinical Consultant serves as a subject matter expert and resource for Regional Service Hubs by assisting staff with case consultation, crisis response planning, referrals to behavioral health providers, and implementation of trauma-informed practices. The Clinical Consultant does not provide ongoing clinical treatment through this program but collaborates with community behavioral health providers to ensure participants receive appropriate services while supporting Employment Specialists in addressing employment-related barriers.

Position summary
The Deputy Program Director serves as the chief operational leader for the Statewide Employment Services Program and is responsible for the daily administration of statewide program activities. The Deputy Director ensures that all regional offices implement services consistently, efficiently, and in compliance with the federal cooperative agreement requirements. Working closely with the Program Director, the Deputy Program Director oversees program implementation, operational performance, staffing, participant services, employer engagement, and regional coordination while promoting continuous quality improvement throughout Texas.

- Minimum of five (5) years supervising multidisciplinary teams.
- Experience managing federally funded programs.
- Experience overseeing multi-site operations.
- Strong knowledge of federal grant requirements.

- Doctoral degree in a related discipline.
- Previous experience with federally funded human services programs.
